The Project:

The Construction of two green-field transmission projects totaling $500 M and covering more than 300 miles. Modus consultants performed a due diligence review and construction readiness assessment. The consultants performed these services near the end of the planning phase, with final route selections, right-of-way acquisitions, and engineering nearly complete.

The Issue:

Evaluation of the transmission construction organization and the project team’s strengths and weaknesses, project controls processes and procedures, and risk identification and tracking plans to support the client’s internal audit organization. The final deliverable also included an assessment of the projects’ overall readiness to move to the construction phase.

The Solution:

The analysis covered the project’s pre-construction activities from initial permitting, licensing, and certification to regulatory, land acquisition, site development, engineering, and procurement. Modus consultants reviewed the project processes and procedures, progress and issue status, history and document record, and interviewed the project team members and contractors. The outcome of the analysis was a final construction readiness scorecard with recommendations for proceeding to the construction phase of the project, an enhanced risk management process, and a fully developed risk register that the client was able to build upon throughout the execution phase.
